Council approves $1.15 million resurfacing contract and $22,800 HVAC replacement

Street resurfacing: Council authorized a contract with VMP Construction not to exceed $1,000,000 for road resurfacing and a separate $150,000 allowance for miscellaneous concrete work under the FY27 capital projects budget. The primary scope includes reconstruction of Hanover Parkway from Orland Drive to Green Crescent Court, crosswalk and parking lot improvements at the co‑op, and, budget permitting, work at the Greenbelt Aquatic and Fitness Center and the Municipal Building. Councilmember Pompy moved the authorization, the motion was seconded and the council voted to approve the contract.
Staff emphasized the narrow seasonal window for resurfacing contractors and urged proceeding now to secure a schedule slot; one resident attendee, Mr. Orleans, asked whether resurfacing Hanover Parkway now was appropriate given an upcoming APB planning report that could propose more extensive changes to the corridor that might later require ripping up the newly paved surface. "Is it appropriate? Does the immediate need outweigh the eventuality of possibly ripping the road up again to complete that project?" Orleans asked. Staff replied that engineering for the APB proposals could delay resurfacing until next fiscal year and reduce the city's opportunity to get an earlier slot with contractors.
Living wage: In response to a question about contractor wage commitments, the city manager noted that paying a living wage through such contracts is now state law; staff had been preparing certifications and VMP had previously signed one.
HVAC replacement: Council also voted to award Tristar Contracting, Inc. $22,800 to replace two failing 35‑year‑old HVAC split systems serving CARES and the senior mental‑health counselor offices. The project is funded by an internal operational transfer and requires no new capital appropriation.
Next steps: Staff will execute contracts and coordinate scheduling to minimize impacts to farmers market and other community activities where feasible.
