Waterville council approves mosquito contract, funds sealcoating and schedules zoning and home‑occupation first readings

Council also authorized up to $13,250 to seal coat streets identified during the budget meeting. Councilmember Dave Wollin moved the authorization, which Councilmember Tim Smith seconded; the motion carried 4‑0.
On land‑use and regulatory matters, the council approved moving forward with a zoning amendment for Cedar Circle to change parcels from R2 (Residential Medium Density) to R1 (Single‑Family Residential), and set a public hearing for the first reading on May 6 at 6:00 p.m. The motion to set the first reading and hearing was made by Councilmember Dave Wollin and seconded by Scott Potter and carried 4‑0. Separately, the council approved a first reading of an ordinance to tighten the city’s Home Occupation definition so certain retail activities (firearms, explosives, fireworks and cannabinoid products) would not be permitted from residences; Wollin moved and Smith seconded the motion, which carried 4‑0.
Council also set a special meeting to consider fire hall bids and funding for April 14 at 4:00 p.m. in the Council Chambers (motion by Wollin, seconded by Potter; carried 4‑0).
The council approved Resolution 2025R‑008 accepting a resignation and declaring a vacancy on the council; Administrator‑Clerk Teresa Hill advised the Board of Equalization meeting would be a time to discuss how to proceed with filling the vacancy (motion by Tim Smith, seconded by Dave Wollin; carried 4‑0).
Attorney Jason Moran reported on an outstanding tree‑maintenance matter; the council voted to deny mediation and proceed with enforcement action and court process if needed (motion by Wollin, seconded by Potter; carried 4‑0).
