Committee members urge clearer briefings after contested planning presentation; propose trail site tour

Several committee members used the comments period to raise procedural concerns after a recent planning item advanced with what they described as insufficient information. Members said they felt uncomfortable making a recommendation without an opportunity to review materials or conduct a site visit.

One member described the prior meeting as “hostile” and said they felt pressed to vote despite outstanding questions; other members echoed the need for clearer procedures and fuller briefings before recommendations are forwarded to the planning department. The committee noted a planning map presented previously contained “squiggly lines” and, according to speakers, lacked the factual detail the committee needed to make an informed recommendation.

Members pointed to an upcoming Parks Master Plan presentation scheduled for June 30 at 7 p.m. at the civic center and asked staff to confirm the parameters under Oregon public meeting law when multiple committee members attend external presentations. The committee also discussed a light-pollution workshop on July 7 that would inform park planning and proposed scheduling an extra public meeting or site tour in August (or September if August availability is limited) to walk proposed corridors (Pirate Pride Trail and the rural wetlands trail) with consultants including a hydrologist and a biologist.

The Chair and staff agreed to follow up: staff will clarify legal constraints around quorum and outside events, provide fuller briefing materials for future planning items, and propose several possible dates for a trails site tour so the committee can inspect proposed alignments before making recommendations.
