Pinckneyville council approves contracts, leases, public‑works bids and union deal; one dissent on labor pact

The Pinckneyville City Council on Aug. 12 approved a slate of routine contracts, ordinances and resolutions covering public‑works repairs, facility upgrades, property disposition and a labor agreement, and confirmed promotions within the fire department.
In a meeting at City Hall, the council approved replacement and repair work at multiple municipal facilities, including a $8,381 emergency replacement of a variable frequency drive at the junior high booster lift station, a $10,128.13 control‑panel replacement at the backwash pump station, and a $4,050 heater replacement at the water plant. Commissioners also approved vendor proposals for sidewalk replacement at 710 South Main Street and landscaping to improve visibility at North Main and Laurel streets. The council placed Ordinance O‑2024‑09 (a one‑year extension to an option and lease agreement with Kiwi Solar 2, LLC) on file; City Attorney Don Bigham said the amendment includes a $15,000 payment to the city for the extension.
The council approved two flooring estimates from McDaniel’s Furniture for the Pinckneyville Community Center — $5,680 for the board room and $12,340 for the upstairs hall and waiting room — and accepted a bid from Security Alarm Corporation to install a camera system at the Community Center. Mayor Spencer also introduced Resolution R‑2024‑35 to authorize notice of sale for municipally owned property at 707 Belle Avenue; the property will be solicited for bids to be read at the Sept. 23 meeting.
On personnel matters the council confirmed promotions in the Pinckneyville Fire Department (Caleb Howard to assistant chief, David Pearson to captain, and Josh Bathon reappointed as lieutenant) and approved the hire of a recommended wastewater operator; the new hire’s name was withheld pending notification of the applicant’s current employer.
After returning from an executive session to discuss collective bargaining, personnel and litigation, the council placed Resolution R‑2024‑38 on file and approved a collective bargaining agreement with the Laborers’ International Union of North America, the Downstate Laborers’ District Council and Laborers’ Local 773. The resolution passed with four YEA votes (Kuhnert, Peradotta, Stotlar and Mayor Spencer) and one NAY (Commissioner Kevin B. Hicks). The transcript records Commissioner Hicks as the sole dissent on that vote.
