Hallock council approves speed bumps for Gilbert Olson Park, authorizes airport ALP update and hears utility and fire department reports

At its Oct. 7 meeting the Hallock City Council approved several infrastructure and operations items, including traffic-calming measures at Gilbert Olson Park and a readvertised airport ALP/master plan update.
Utility Superintendent Dan Larson reported four new gas installations, ongoing street patching and gravel work near the elementary hill, and that a maintenance employee is out with a back injury and is expected to return in mid-November. Nelson Technologies rebuilt four valves at the natural gas regulation station and will return to rebuild the relief valve; sewer and street flushing are scheduled in the coming weeks. Larson also reported the airport crossing replacement will be out of service until Wednesday while work is completed.
Councilor Totleben moved to approve purchasing speed bumps from Locators & Supply to be installed in spring and removed in fall at Gilbert Olson Park to slow traffic; the motion carried unanimously. Totleben said the bumps will “help the cars slow down to increase the safety of our park since there are many families that use the park.”
Administrator Kendra Kroening reported the Airport Commission recommends updating the Airport Layout Plan/master plan (ALP). Because the ALP update was not part of the CIP when Bollig Engineering was originally selected, the city must readvertise for airport engineering consultants; legal advertisement is running and Bollig and other proposals will be considered. Council approved the Airport Commission’s recommendation to proceed with the ALP/master plan update.
Fire Chief Seth Preble reported that two older apparatus were sold at auction — a 1990 International for $7,900 and a 1990 GMC pumper for $3,550 — and that the ladder truck is in Fergus Falls for repairs and will be in compliance for five years after maintenance that includes removing and inspecting the ladder.
