Pinckneyville council approves FY2024 audit, multiple contracts and sets library Truth in Taxation hearing

Pinckneyville — The Pinckneyville City Council on Nov. 12 approved the city’s Fiscal Year 2024 audit and a package of resolutions and ordinances that included insurance renewals, a construction bid for South Main Street, and the purchase contract for property sold at the 2024 Perry County tax sale.
City finance details presented at the meeting included Total Gross Payroll of $2,101,572.29 for the payroll period ending October 2024; Commissioner William B. Stotlar reported regular hours were up year-over-year while overtime was down. The council approved the treasurer’s report and an accounts-payable motion that added seven invoices totaling $4,829.58 (including $3,698.00 to A & W Plumbing to bore a water lien on Mildred Drive). All motions and resolutions on the Nov. 12 agenda passed by unanimous roll-call votes (5–0).
Among actions taken, the council: • Adopted Ordinance O-2024-13 to officially name Soccer Park Road (formerly Queens Way Extension). • Approved Resolution R-2024-41 to enter into a Certified Wastewater Operator Services Agreement with Albers Water Services, LLC. • Accepted a bid from Samron Midwest Contracting for reconstruction of entrances and curb replacement along the east side of South Main Street (Resolution R-2024-42). • Approved Ordinance O-2024-12 authorizing a purchase contract for 701 Penina Street, property sold at the 2024 Perry County tax sale. • Approved insurance renewals, including a property package from Sheffer Insurance Agency through the Illinois Counties Risk Management Trust and stop-loss coverage with AMI Group and Northwind (Resolutions R-2024-45 and R-2024-48).
City Attorney Don Bigham told the council that the FY2024 audit showed a shortage of funds for the Pinckneyville Public Library. The council approved Resolution R-2024-47 estimating the library’s tax levy, and Bigham said the library will hold a Truth in Taxation hearing on Dec. 9, 2024, at 5:30 p.m. to consider increasing its levy.
The council also voted to approve Resolution R-2024-46 estimating the city’s tax levy (excluding the library fund) for the fiscal year ending April 30, 2025.

The meeting adjourned to executive session at 6:34 p.m. for personnel and litigation matters and returned to open session at 6:41 p.m. Following the return, the council assigned Kevin Asbury as Lead Worker for the Water Department effective with the start of the current pay period and adjourned at 6:44 p.m.
