Hallock council approves $179,620 in bills, accepts deputy clerk resignation and opens compensation study

The Hallock City Council on Oct. 7 authorized payment of city bills and payroll transfers and moved to start a job classification and compensation study as it prepares to recruit a Deputy Clerk.
Councilor Jen Peterson moved to authorize payment of the bills as listed, including Total Check Amounts of $179,620.19 (American Federal Bank) and $20,594.61 (United Valley Bank), and a payroll transfer of $54,646.78. Councilor Naomi Larson seconded the motion, which carried unanimously. The council recorded check numbers 13633–13700 (AF) and 16043 (UVB) and ECheck ranges 11642e–11650e (AF) and 738e–748e (UV).
The council also accepted the resignation of Deputy Clerk Ericka Swanson, effective Sept. 27, 2024. Councilor Larson moved for acceptance; the motion was seconded and approved unanimously.
Administrator Kendra Kroening briefed the council on a proposal from David Drown Associates to perform a job classification and compensation study, including recommended benchmark communities. Kroening said starting the study now would allow David Drown to produce a more accurate pay scale for the advertised Deputy Clerk position. Councilor Mike Totleben supported beginning with the smaller option, saying, “I know we need to change the way we have it now.” Councilor Larson moved to proceed with David Drown option 1; the motion carried unanimously.
Mayor Dave Treumer and Councilor Totleben will review bills for the Nov. 4 meeting. The council also adopted Resolution 2024-22 to update authorized bank signatories: Administrator Kroening will have authority to open deposit/share accounts and Kroening, Mayor Treumer and Councilor Michael Totleben will be authorized to endorse checks and withdraw or transfer funds.
The council adjourned at 6:38 p.m.; the next regular meeting is scheduled for Nov. 4, 2024.
