Pinckneyville council approves purchases, sets event dates and hires wastewater operator

The Pinckneyville City Council met Sept. 23, 2024, in the Council Chambers at City Hall and unanimously approved a series of routine motions including financial reports, equipment purchases and event permits. Mayor Robert L. Spencer called the meeting to order at 6:00 p.m. and the council declared a quorum present.
Commissioner William B. Stotlar presented the treasurer’s report, saying the ending balance for August 2024 was $10,043,543.05 and the city’s unrestricted balance was $2,373,210.67. The council voted unanimously to accept the report.
The council approved accounts payable with the addition of three invoices (Terminix $82.00; Sparklight $121.93; Companion Life Insurance $259.48) totaling $463.41. Commissioners also approved allowing Class A, D and F liquor license holders to remain open until 2:00 a.m. on Mardi Gras night and New Year’s Eve.
For community events the council approved St. Bruno Church’s request to close North Sullivan Street for a Trunk-N-Treat on Oct. 25, 2024, and set the citywide Trick-or-Treat date for Oct. 31, 2024, from 6:00 p.m. to 9:00 p.m. for houses with porch lights on only; Commissioner Kevin B. Hicks reminded residents to watch for children crossing streets.
On equipment and capital purchases, Commissioner Hicks moved to approve buying a 2024 Dodge Durango police pursuit vehicle from Bob Ridings Chrysler for $47,298.00 to be paid from the Police Fund; the motion passed on a roll-call vote. Commissioner Joshua L. Kuhnert requested a new Grasshopper 725D mower for the parks program from Diedrich Equipment. Commissioner William B. Stotlar questioned whether the 2014 mower could be repaired and "was worth more than $3,000," and Kuhnert replied repair would cost "$3,000–$5,000." Mayor Spencer suggested to "purchase the new one, then fix the old one and either keep it or sell it later." Kuhnert revised his motion to approve the full $16,865.00 purchase from Park Capital Outlay and the council approved it unanimously.
The council approved several utility and maintenance items: an emergency repair invoice to CK Power for the City Lake generator ($4,157.94) to be paid from the Water Fund; a $3,582.00 quote from Schulte Supply, Inc. to replace the chlorine feed system at the wastewater plant (Sewer Fund); and the purchase of a 10x12 concession/storage building for the new soccer park from Midwest Custom Building Sales for $4,799.00 (Park Fund). Commissioner Kuhnert reminded water customers to return the 2024 Cross Connection Customer Surveys, and City Clerk Melissa Kellerman added the forms are available on the city website.
The council approved providing annual flu and pneumonia vaccines for all full‑time and part‑time city employees; the city vaccine clinic is scheduled for Oct. 15, 2024, from 9 a.m. to 4 p.m. at the Community Center.
At 6:16 p.m. the council moved into executive session under Section 2 (c) (1), (8) and (11) (personnel, security procedures/potential safety issues and litigation). The council returned at 6:32 p.m., and following that session Commissioner Joshua L. Kuhnert moved to hire the recommended applicant for the Wastewater Operator position; the motion was seconded and passed unanimously.
All recorded motions taken during the meeting passed on roll-call votes with Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, William B. Stotlar and Mayor Robert L. Spencer voting YEA. The meeting adjourned at 6:33 p.m.
