Hallock City Council approves payments, permits and contracts; raises library contribution
Summary
At its Aug. 6 meeting the Hallock City Council authorized payment of city bills totaling about $250,520, approved multiple building permits and contracts including a KorTerra service agreement, switched the city credit card to a Visa Community Card and approved a 3% increase to library funding for 2025.
The Hallock City Council on Aug. 6 authorized routine fiscal and administrative actions and approved several local contracts and permits.
The council voted to authorize payment of city bills as listed, with a total check amount of $250,519.93 and a payroll transfer of $68,922.07. Councilor Kevin Waller made the motion, which carried unanimously. Mayor David Treumer and Councilor Mike Totleben will review bills at the Sept. 9 meeting.
Administrator Kendra Kroening reviewed the budget-to-actual report and said Parks & Recreation costs were higher because of pool-chemical purchases; she also said a pool heater purchase was omitted from the budget report because the city expects full reimbursement. Kroening reported that the pool will remain open through Aug. 31.
On purchasing and contracting, the council approved moving the city’s credit card account to a Visa Community Card after Kroening described recurring problems with mail and payment processing; Councilor Kevin Waller moved the change and the motion passed unanimously. The council also approved an agreement with KorTerra, a dashboard service for positive-response ticketing that will let residents and staff more clearly mark requests as completed; Councilor Jen Peterson moved the KorTerra agreement and it passed without objection.
Councilors approved three building permits: Permit 2024-10 for 6211 Concord LLC for construction of steps; Permit 2024-11 for CHS Ag Services for a concrete slab; and Permit 2024-12 for R&D Lindegard to build a fence. Each motion carried unanimously.
The council adopted Resolution 2024-20 to accept donations of $500 and $100 and approved Resolution 2024-21 appointing election judges for 2024. After discussing pay rates in neighboring jurisdictions, councilors set election judge pay at $16 per hour and head judge pay at $18 per hour.
Councilor Mike Totleben moved and the council approved a 3% increase in Hallock’s 2025 commitment to the Northwest Regional Library, raising the city’s contribution from $16,395 to $16,886.85.
Councilor Jen Peterson moved to approve the Two Rivers Plus JPB Conservation Practice Cost Share Assistance Contract; Councilor Kevin Waller seconded and the motion passed unanimously. Mayor Treumer moved to update an agreement with Kittson Healthcare related to the emergency operations plan; that motion also passed.
The meeting closed after council members discussed scheduling a street-project workshop before the budget meeting. With no further business, Councilor Waller moved to adjourn; the motion was seconded and the meeting ended at 6:44 p.m.
