Shorewood council adopts 2025 mill-and-overlay plan; agrees to modest city share for driveway relocation

Shorewood's City Council on March 10 adopted RESOLUTION NO. 25-027, approving final plans and authorizing bidding for the 2025 mill-and-overlay and Eureka Road project (City Project 24-10). The council voted to move forward with the project after staff said the work is expected to come in roughly $40,000 under budget.
City Engineer Budde reviewed the scope, saying the project focuses on streets in the Boulder Bridge and Shorewood Oaks neighborhoods and includes work such as driveway relocation, additions to curbs and pedestrian ramps, and drainage improvements. Budde said the city plans to open bids in early April and award the contract by the end of April.
A key discussion concerned relocating a homeowner's driveway that sits close to an intersection. Budde described the relocation as primarily within the public right-of-way; he estimated the relocation work at about $20,000 and said much of the cost could be funded out of Metropolitan Surface Area (MSA) funds. City Administrator Nevinski noted the relocation provides a public safety benefit that offsets private value to the homeowner. Councilmembers weighed cost-sharing, with one councilmember calling a roughly $5,000 city contribution reasonable; Budde said he expected approximately $15,000 of the relocation costs could come from MSA funds.
Councilmember Maddy moved and Councilmember Sanschagrin seconded adoption of the resolution to authorize bidding; the motion passed.
Next steps: staff will solicit bids in early April and return with an award recommendation by the end of April.
