Hanover EDA approves $1,500 Harvest Festival donation, recommends photo contest to council

At its May 15 meeting the City of Hanover Economic Development Authority unanimously approved a $1,500 donation to the Harvest Festival and recommended a city photo contest to the City Council; members also heard a public concern about new outdoor storage standards and updates on CSAH 19 and commercial property listings.
Chair Sam Rudie called the City of Hanover Economic Development Authority to order at 8:00 a.m. on May 15, 2025. On unanimous voice votes, the board approved the meeting agenda, the April 17 minutes and the accounts payable and financial reports after Treasurer Jessica Johnson reported that all loan payments are current.
The board approved two substantive items. EDA member Brian Dismang moved to donate $1,500 to the Harvest Festival; EDA member Ted Zrust seconded the motion and all members voted in favor. The board also voted unanimously to recommend that the City Council approve a proposed city photo contest after Administrator Jennifer Nash reviewed an updated contest framework and member Greg Zgutowicz suggested advertising in the city newsletter in addition to the city website and Facebook pages.
The public comment period included a concern from Tony Ross about the EDA’s recently updated outdoor storage standards. Ross said the new restrictions could limit how businesses use properties to meet their needs. Nash responded that a study by Maxfield Research and reviews by the city’s consulting planner found a “significant underutilization of industrial properties in the community due to the amount of storage occurring on properties as primary use and accessory to other uses,” and that the standards were adopted with the goal of encouraging buildings and employment to better use the city’s infrastructure investments.
Administrator Nash also updated members on the CSAH 19 road project on the Wright County side of the community, reporting that the engineering firm has been issuing weekly updates to businesses along the corridor and that members have heard minimal complaints about project communication this year. Nash told the EDA that four commercial and industrial properties are currently listed for sale and that the EDA page on the city website now links to those listings; staff will continue assisting callers with questions about the properties.
The meeting concluded when Chair Rudie moved to adjourn; Brian Dismang seconded, and the board adjourned at 9:12 a.m. The photo contest recommendation will go to the City Council for final approval and the Harvest Festival donation will be provided as approved.
