Hanover planning commission tables Oakview Ridge PUD amid lot‑size and stormwater concerns

The City of Hanover Planning Commission unanimously voted to table the Oakview Ridge planned unit development (PUD) and preliminary plat after a public hearing in which neighbors and commissioners raised concerns about lot sizes, setbacks and stormwater mitigation.
Megan Rogers of Larkin Hoffman presented the Oakview Ridge preliminary plat and recommended approval, noting reductions in the total number of lots located within the Hanover portion of the proposed development. City Planner Cindy Nash described a park-design mockup and said the developer proposed that JP Brooks would develop the park in exchange for park dedication credits.
Commissioners focused on the project’s lot-size mix and how narrower lots will appear from the roadway. Several commissioners questioned the use of 65‑foot lots in the Hanover portion and expressed concern about 55‑foot lots proposed along Beebe Lake Road, asking for clearer setbacks and visual buffering. Planner Nash also reviewed the history of minimum lot-size rules and noted prior PUDs that placed unusable wetland or pond-adjacent areas into outlots.
Adjacent property owners raised specific site concerns. Debbie Carron, whose family owns property at 10800 Beebe Lake Road, asked how the development’s stormwater mitigation would affect her mother’s property and about traffic impacts for ingress and egress into the subdivision. Steve Schirmers asked whether the stormwater plan would affect the shared pond adjacent to his property to the northwest. Those technical mitigation questions remained unresolved at the meeting; commissioners requested more detailed stormwater plans.
Following the hearing and discussion, Commissioner Chad Olson moved to table the Oakview Ridge PUD and Preliminary Plat application for revisions; Commissioner Jim Schendel seconded the motion, which carried unanimously. The tabling defers any final decision so applicants can address the commissioners’ requests on lot configurations, setbacks and stormwater engineering. The public hearing had been opened at 7:02 p.m. and was closed at 7:56 p.m.; the tabling motion appears in the meeting record shortly thereafter.
