Hanover planning commission backs resident’s request to reapply for rezoning near City Hall

Brian Lee asked the Hanover Planning Commission on Nov. 25 to allow him to resubmit a rezoning and Comprehensive Plan amendment application for two commercial parcels on 5th Street NE near City Hall (PIDs 108-500-363207 and 108-020-001031). Lee said the earlier resolution at City Council failed because a supermajority was required.
Commissioner Jim Schendel moved that the commission recommend approval of Lee’s request to reapply; Commissioner Chad Olson seconded the motion. The commission voted to recommend the reapplication; the meeting record states the motion "carried unanimously," and individual votes were not recorded in the transcript.
The recommendation from the Planning Commission does not itself change zoning. If the City Council accepts the commission’s recommendation, the council will still need to consider any new application under the city’s procedures and any applicable statutory requirements. Planner Cindy Nash told the commission to expect a new application from Lee at the December meeting.
The commission’s action simply clears the procedural step needed for Lee to refile within a year of the council’s earlier decision.
