Hanover Planning Commission approves variance to allow accessory building at 1328 Jansen Ave SE

The Hanover Planning Commission on Aug. 26 unanimously approved a variance allowing an accessory building to be sited between the house and the right-of-way at 1328 Jansen Ave SE. Commissioner John Ganfield moved to approve the variance, Commissioner Chad Olson seconded, and the motion carried unanimously.
City Planner Cindy Nash told the commission the property is zoned Rural Residential and that shoreland-district rules generally contemplate locating accessory buildings behind the primary residence; she noted a neighboring property had received a similar variance in prior years and recommended approval subject to conditions listed in the staff memo. Applicant Tim Bellin said he planned to use the building to store equipment and had selected the proposed location because it is the flattest area on the lot. Commissioners asked about the location of the septic system and the setback from the county road right-of-way during the public hearing.
The variance was approved subject to the conditions in the staff memo (details in the staff packet). The commission did not record any roll-call vote names in the minutes; minutes state the motion "carried unanimously." The file for this variance will follow the city's standard permitting and building-review steps if the applicant proceeds to apply for building permits.
At the meeting, the commission also heard a Citizen's Forum comment from resident Zane Langenfeld of 351 Emmy Lane, who presented photos and complained about the condition of sod and landscaping work installed by JP Brooks Builders and about maintenance of an adjacent empty lot. The commission received the complaint; no formal enforcement action or staff direction is recorded in the minutes.
Planner Cindy Nash also reported that JP Brooks submitted an application for the Oakview Ridge preliminary plat and planned unit development; because the parcel intersects both Hanover and Saint Michael city boundaries, the application was submitted to both cities for review. Council Liaison Mike Amery updated the commission that the City Council had split 3-2 in favor of Brian Lee's comprehensive plan amendment and rezoning application at a prior council meeting.
