O'Fallon details Twin Island ribbon cutting and funding for three greenway/shared‑use path projects

Twin Island Trailhead (Busch Connector) Thomas said construction began last year and the Technology Drive bridge — rebuilt in partnership with MoDOT — is open; the project is nearing completion. She reported total construction costs of about $3,870,000, with MoDOT responsible for roughly $2,169,799 and the City's portion about $1,700,000. Thomas said the City received a Transportation Alternatives Program (TAP) award of $657,798 (about $539,000 of that to construction) and additional support from Great Rivers Greenway ($275,000 plus a prior $50,000 design contribution). A ribbon cutting is scheduled next Tuesday from 2:00 to 4:00; the trailhead parking area will open after final signage and wayfinding are installed.
Dardenne Greenway — Sports Park to Bluebird Meadow Park Thomas described a 12‑foot shared use path with a prefabricated 150‑foot pedestrian bridge and bank stabilization work where the route crosses floodplain areas. She cited an engineer's construction estimate of $4,879,890, with the City share around $2,129,890, a $900,000 federal TAP award and anticipated contributions from Great Rivers Greenway (about $1,400,000) and Saint Charles County (an agreement for $450,000 is on file, with county discussions to possibly increase that to $1,289,945 in 2027 to reach a 50‑50 construction match).
Highway N Shared Use Path Thomas said the Highway N project (10–14 ft widths) is in design, with design funded in part by Saint Charles County ($158,880 design agreement, 80/20 split). The project was recommended for federal funding in the 2027–2030 TIP; estimated construction cost is $1,424,827, with right‑of‑way anticipated in 2027 and construction targeted for 2028. Cottleville and Saint Charles County have agreed to partner on construction and Cottleville requested a 14‑ft section; Cottleville will pay for width upgrades in its area.
Thomas detailed on‑the‑ground features across the projects — pedestrian underpasses and bridges, rapid flashing beacons and rumble‑strip approaches at crosswalks, rest areas with seating and bike racks, and bank stabilization measures where paths cross sensitive creek areas. Committee members asked about schedules and potential connections to existing Blueway and neighborhood paths; Thomas said some elements (like the prefab bridge and underpass) reduce traffic impacts and that construction windows range from months for single prefabricated elements to longer schedules for the extended greenway segments.
Next steps: Twin Island ribbon cutting next week; staff will continue design coordination, right‑of‑way work and funding applications for the Highway N and Dardenne Greenway projects.
