The council approved awarding RFP TYR-2026-01 for design and installation of the Shamrock Pavilion audio-visual system to SNL Integrated Systems LLC for an amount not to exceed $107,125.66. Staff said the procurement scoring considered price (30 points) and qualitative criteria; SNL submitted the lowest price and highest overall score.
The scope described in the RFP includes design and engineering, the audio system, video projection and screen, lighting, and miscellaneous items such as outdoor rack, surge protection, warranty and training. Staff emphasized the system is intended for town-sponsored uses and to be operable by non-technical staff; the vendor is required to provide a standard operating procedure (SOP) and training. Council discussed renter access, insurance and the possibility of charging for an operator if external groups use the system.
Council members also asked about security and fiber connectivity. Staff said the town has cameras and infrastructure but is awaiting WOW (internet provider) to install fiber to the pavilion; WOW indicated about $7,000 of construction would be required to bring fiber to the site and a contract amendment from WOW was under legal review.
