Hanska City Council approves $10,000 donation, appointments and easement contingent on test well

At its Jan. 16 meeting the Hanska City Council unanimously approved routine annual designations, accepted a $10,000 donation to the Safety Fund, appointed library board and fire department officers, approved a conditional permanent utility easement and adopted the 2025 pay equity report.
The Hanska City Council met Jan. 16 at the Hanska Community Center and unanimously approved a slate of routine resolutions, appointments and a donation during a meeting that included oath administrations and brief staff updates.
Mayor Daniel Paulson was sworn in following an oath administered by Acting Mayor Ian Kjelshus; Paulson then administered oaths to Councilmembers Mikale Gustafson and William Wurtz. After calling the meeting to order, the council approved the agenda, the Dec. 9, 2024 minutes and the claims list.
By unanimous vote the body adopted Resolution 2025-1 establishing the city’s annual designations, naming The Hanska Herald as the official newspaper, Alliance Bank as the primary depository and Jared Peterson as city attorney; it also named Ian Kjelshus as Acting Mayor and Mikale Gustafson as Acting Clerk/Treasurer and set council liaisons for the library and fire department.
The council approved Resolution 2025-2 designating authorized signatories on city checking and savings accounts (Mayor Daniel Paulson, Councilmember Mikale Gustafson and City Clerk-Treasurer Chris Fischer) and accepted Resolution 2025-3, a $10,000 donation from the LaSalle Fire Relief Association to be deposited into the city’s Safety Fund.
Council members approved the city’s 2025 Pay Equity Report and a permanent utility easement for Lot 36, Block 3 of the Hanska Original Plat. The easement approval was explicitly made contingent on successful test-well drilling; the council noted the easement may not be required if drilling is unsuccessful.
The body also accepted appointments to the Library Board — President Vicky Strassburg; Vice President Kris Karpen; Secretary Courtney Jones; and Members at Large Cardi Brantley, Megan Mosenden, Mikara Meyer and Anne Grunert — and approved the 2025 Fire Department officer slate, naming Mikale Gustafson as chief, Cory Fischer as assistant chief, Travis Tauer as second assistant chief and Jared Larson, Denton Strassberg, Lucas Larson and Aaron Schultz as captains. The council voted to increase the fire department’s annual retirement benefit from $1,000 to $1,500.
Assistant City Clerk Shannon Mosenden reported on City Hall hours and announced the planned conversion of the utility billing system in February. The council discussed moving the Citizen Communication portion of meetings to the end of the agenda, set a three-minute limit for resident remarks and asked speakers to state their names when addressing the council.
The meeting adjourned at 6:23 p.m.
