Hanover commissioner urges moratorium on rental-housing and PUD approvals amid overdue comprehensive-plan review

Commissioner Chad Olson used the July 28 meeting to raise multiple concerns and requests for action. Olson reported sediment washing away along Beebe Lake Road related to the JP Brooks project and asked whether any ordinances pertain to rental housing in Hanover. He told the commission he would like a moratorium on new rental-housing-related ordinances until the city can determine how many homes are being rented.
Olson also said he would like a moratorium on approvals of planned unit developments (PUDs) because the city’s comprehensive-plan review is behind schedule. Olson noted the commission’s current policy requirement is to review the comprehensive plan every five years and said the city is currently in year seven.
Council Liaison Mike Amery updated the commission on several council budgeting items, including repairs to the park shelter, maintenance work at City Hall, and progress on road projects. City Planner Cindy Nash reported that Highlands & Vistas will have a final plat application on the next City Council agenda. Commissioner Jim Schendel asked to add discussion of an ordinance for special-event permits to a future meeting agenda.
Chair Stan Kolasa moved to adjourn at 8:01 p.m.; the motion was seconded by Chad Olson and carried unanimously.
