Statham City Council enters executive session on personnel matters; no decisions made

Mayor Debi Krause called a special meeting of the Statham City Council to order at 4:31 p.m. Oct. 15, 2025, and the council promptly voted to move into an executive session to discuss personnel matters under Georgia law.
Councilmember Penn moved to enter executive session at 4:31 p.m., and Councilmember Patterson seconded. The council took a roll-call vote: Terilli Yes, Bogenrieder Yes, Patterson Yes, Penn Yes, Burnette Yes. The motion passed 5-0.
City Attorney Jody Campbell told the council when it returned to open session that the executive session had been convened "to discuss and deliberate upon the appointment, employment, compensation, hiring, disciplinary action or dismissal, or periodic evaluation or rating of a public officer or employee as provided in Georgia Code section 50-14-3(b)(2)." Campbell said the council "did not receive any evidence or argument related to personnel matters" and that "no decisions or votes were made during or after the executive session."
Councilmember Penn moved to exit executive session at 5:24 p.m.; Councilmember Burnette seconded. The roll-call vote again was Terilli Yes, Bogenrieder Yes, Patterson Yes, Penn Yes, Burnette Yes, and the motion passed 5-0. The council adjourned the special called meeting at 5:25 p.m. after a motion to adjourn by Councilmember Patterson and a second from Councilmember Penn.
An affidavit sworn by Mayor Debi Krause and filed with the official minutes states that the closed portion of the meeting was devoted to matters within the exceptions to public disclosure under O.C.G.A. §50-14-3 and that the affidavit was executed pursuant to O.C.G.A. §50-14-4(b). The council also adopted a resolution ratifying the closed session discussions and authorizing the mayor to execute the required affidavit.
The meeting record lists Mayor Debi Krause and councilmembers Terilli, Bogenrieder, Patterson, Penn and Burnette as present; City Attorney Jody Campbell and City Clerk Nicole Sapp were also present. City Administrator Cheryl Venable was noted as absent.
