Statham City Council approves Baker Street purchase, Oak Springs road dedication and new Texaco license

The Statham City Council on Aug. 19 approved a contract to buy a Baker Street property, dedicated subdivision roads, granted a new business license for a Texaco applicant and authorized a 2025 audit agreement.
Mayor Debi Krause presided over the meeting at the Statham Community Center. After amending the agenda to add two executive-session items on real estate and pending litigation, the council voted unanimously to enter closed session at 6:33 p.m. and exited at 6:42 p.m. City Attorney Jody Campbell stated that "all discussions held during the Executive Session are protected as Attorney/Client Privilege and no votes were conducted during the session." The council subsequently took several formal votes in open session.
Most consequentially, the council voted 5-0 to approve a contract for the City of Statham to purchase the Baker Street parcel (Tax Parcel ID No. ST04 011A) from Lunar Lodge, LLC for $79,500 and authorized the mayor to execute closing documents. Councilmember Penn moved the approval and Councilmember Patterson seconded.
The council also approved the dedication of Oak Springs Subdivision roads. Councilmember Patterson moved to approve the dedication and Councilmember Penn seconded; the motion passed 4-0-1 with Councilmember Burnette abstaining because he resides in the Oak Springs Subdivision.
On business licensing, the council approved a new license for a Texaco application associated with Salim Jiwani; the motion passed 5-0. The council likewise approved the BatesCarter 2025 Audit Agreement and authorized the mayor to sign, in a 5-0 vote.
The meeting record includes a notarized executive-session affidavit executed by Mayor Debi Krause stating the closed meeting was limited to matters within the real estate negotiation exception (O.C.G.A. §50-14-3(b)(1)(D)) and attorney-client consultation (O.C.G.A. §50-14-2(1)). The council passed a resolution ratifying the actions taken in closed session and directed that the affidavit be filed with the official minutes.
