Hanska workshop reviews 2025 budget, $3.63 million in outstanding debt, and utility billing schedule change

At a workshop on Feb. 11, Chris Fischer reviewed the City of Hanska’s 2025 budget and presented a summary of outstanding debt and amortization schedules. Fischer listed current debt totaling $3,629,515.50 across several obligations, including a 2021A GO Bond ($1,957,450 payoff Dec. 2042), 2017A GO Bond ($564,320 payoff Dec. 2032), 2014 PFA ($714,790 payoff Aug. 2044), 1999 GO Housing ($184,207.50 payoff Feb. 2029), 2012A GO Bond ($130,775 payoff Feb. 2027) and a fire truck payment ($77,973 payoff July 2027), yielding the stated current value of debt of $3,629,515.50.
Fischer identified the property tax levy top line as $177,500 and stated debt service for 2025 as $151,000, with a breakdown of levy-funded amounts for several bonds (2012A $27,000; 2017A $60,000; 2021A $64,000). The minutes note that some bond payments are paid from funds other than the levy (for example, the 2014 PFA payment should be paid from the Water Fund and the 1999 GO Housing payment from the EDA Fund).
Workshop discussion covered policy follow-ups prompted by resident concerns raised with Shannon Mosenden, including drafting a rental policy for city equipment, clarifying minutes for a previously approved lean-to at the recycling area, establishing a policy for city-owned vehicles taken to private residences, and reviewing garbage can locations and pickup schedules. Mosenden also announced a new utility billing schedule that will take effect March 1, 2025; she said the notice will be posted in the newspaper, on Facebook and on the city website.
