Planning commission tables mini-storage CUP after septic inspection not completed

Chair Jeff Borash and other members of the Harris Planning Commission voted May 28 to table a conditional-use permit application for a proposed mini-storage owned by Johnny Mold after Chisago County did not complete a required septic inspection and the applicant did not respond to city requests.

City Clerk Shannon Geier and City Planner Claire Stickler told commissioners that county officials had attempted to schedule an inspection of the property’s septic system but had not received cooperation from Mold, and that the City cannot proceed until Chisago County certifies the system. Stickler also said holding tanks are prohibited on the property and that Mold previously told staff the property is occasionally occupied.

Commissioners expressed concern about the applicant’s business plan, which allows 24-hour access to the mini-storage; several members said unrestricted nighttime access is inappropriate in an R-2 residential zoning district and recommended limiting operating hours if the use proceeds. Chair Jeff Borash moved to table the CUP until Chisago County provides certification of the septic system; Commissioner Neil Elmquist seconded and the motion carried with all present voting in favor.

The city did not take further action on the application at the meeting. The matter will remain on the Planning Commission agenda once county inspection certification is provided and the applicant responds to the city.
