Council approves Chamber lease while deferring final funding decision on utilities

The Spring Grove City Council voted Feb. 17 to approve a lease agreement with the Spring Grove Area Chamber of Commerce while leaving questions about utility funding unresolved.
Clerk/Administrator Jana Elton told the council that some utilities revenue would no longer come in under the new rental agreement and raised concerns about the utilities budget. Council Member Eric Ostern moved that any 2026 shortfalls for those utility bills be covered from the Contingency Fund; the motion was seconded by Council Member Morgan Buckland and carried with the council noting unanimous support. Elton subsequently said the expense should likely come from the General Fund and requested additional information before the council commits to a funding source. Council Member Buckland then moved to table further discussion until next month, seconded by Ostern; that motion also carried.
Separately in the same series of minutes entries, Council Member Trent Turner moved to approve the Lease Agreement with the Spring Grove Area Chamber of Commerce; Morgan Buckland seconded and that motion carried "all in favor." The record therefore reflects both a formal approval of the lease and a separate direction to gather more information about how utilities shortfalls should be funded.
The council did not record a roll-call tally; minutes state motions carried "all in favor." Elton and council members said they will return to the utilities-funding question next month with additional information.
The council's next regular meeting is scheduled for March 17, 2026.
