Harris council authorizes $226,070 grader purchase, signs and ROW approvals

The Harris City Council on April 14 approved the purchase of a used Caterpillar grader and attachments totaling $226,070 and approved several public-works purchases and right-of-way authorizations.
VJ Polkus of Ziegler presented three grader options. Councilmember Garret Pearson moved to buy a 2018 CAT model 12M3AWD with a hydraulic wing, compactor and rear lift group plus a three‑year 1,500‑hour powertrain and hydraulic warranty for a combined price of $226,070; Councilmember Craig Moline seconded and the motion carried. The Council directed City Treasurer Sue Riesing to research funding options for the purchase.
Public Works Supervisor Robert Pearson reported nine culverts requiring replacement this year. The Council approved purchasing signs from Newman Signs for up to $5,000 (motion by Garret Pearson) and authorized equipment rental for up to $1,000 to sweep sidewalks and intersections (motion by Craig Moline). Gravel bids were received from Bjorklund ($18.38 per cubic yard) and Rydberg & Sons ($18.53 per cubic yard); Public Works will advise the Council at the next meeting on quantities and delivery.
A motion by Craig Moline to apply $1,500 worth of granular chloride to Falcon Avenue as an experiment died for lack of a second and was not adopted. Bollig Engineering said it needed more research before recommending whether to use a 'shape-and-pave' standard or State paving standards for Falcon Avenue.
The Council approved four right-of-way construction items (Galaxy Ave, Falcon Ave and two Gopher Ave ROWs) and authorized City Clerk Shannon Geier to review and approve future ROWs that are deemed correct. The meeting also authorized City Clerk Geier to attend the Clerk's Academy; the Council approved the $340 registration plus meals and mileage.
Next steps: Treasurer Riesing will research funding options for the grader purchase and return with recommendations; Public Works will present a recommendation on gravel quantities and delivery at the next meeting.
