Harris approves $50,000 engineering task order to pursue sewer, water and well projects

The Harris City Council voted April 14 to hire Bollig Engineering to prepare preliminary engineering and environmental reports needed to access Congressionally Directed Spending and DEED funds for water and sewer projects.
Bollig presented Task Order #2, a $50,000 contract to prepare a Preliminary Engineering Report (PER) and Environmental Report (ER) for a CDSR sewer and water extension to Interstate 35, DEED Well #3, and CDSR water-looping projects. Councilmember Al Siedow moved to approve Task Order #2; Garret Pearson seconded and the motion carried.
Mayor Randy Carlson then moved, and Councilmember Craig Moline seconded, to direct Bollig Engineering to place the projects on the Drinking Water Revolving Loan fund and the Intended Use Plan. The motions were approved unanimously. City Treasurer Sue Riesing was directed to research funding options for the Task Order and report back.
The PER and ER are required steps to access the identified CDSR and DEED allocations and to prepare loan or grant applications. The Council did not finalize a funding source at the meeting and asked the Treasurer to return with options.
Next steps: Bollig will begin PER/ER work under Task Order #2; Treasurer Sue Riesing will research loan and grant pathways and present funding options to the Council.
