Harris planning commissioners review sample kennel ordinances, seek protections for neighbors

The Harris Planning Commission on Feb. 24, 2025 reviewed sample dog-boarding and kennel ordinances and agreed that, if the city permits kennels, regulations must protect neighbors from continual barking.
The decision came during the commission’s regular meeting, called to order by Chairman Jeff Borash at 7:00 p.m. Commissioners reviewed multiple sample ordinances and identified the primary regulatory elements they expect to include: an Interim Use Permit (IUP) process, minimum land area, setbacks from property lines and buildings (including exercise areas), numerical limits on animals, and an explicit process for revoking an IUP.
Commissioners said the North Branch Ordinance was a close rendition of what Harris should adopt and agreed to read that ordinance thoroughly and bring notes to next month’s meeting for draft language and further direction. The commission did not make or vote on a specific ordinance at the Feb. 24 meeting; the discussion established policy priorities for subsequent drafting.
Procedural items: Commissioner Shari Denny moved to approve the Jan. 27, 2025 regular meeting minutes; Commissioner Neil Elmquist seconded and the motion carried with all in favor. Commissioner Al Siedow later moved to adjourn the meeting at 7:50 p.m.; Elmquist seconded and the motion carried unanimously.
The commission did not receive any public comment during the meeting. The next steps are for commissioners to read the referenced North Branch ordinance and return with suggested edits and draft language at the following meeting.
