The Tyrone Town Council approved a contract with SNL Integrated Systems LLC for the design and installation of an audio‑visual system at Shamrock Pavilion not to exceed $17,125.66. The contract covers a basic AV system intended to support smaller events at the park; larger bands will still need supplemental equipment.
During discussion, Council members asked for clarification on contract language describing who may operate the system and what constitutes "substantial completion." Philip, the town planner and assistant manager who presented the item, explained that "substantial completion" means the system is usable for its intended purpose though punch‑list items may remain, and that staff intended only to permit specifically approved rental groups or experienced contractors to use the system unless town staff operate it.
Council asked staff to draft a written guideline defining which employees and rental groups are authorized to operate the system and to return for policy approval. The contract before council covers installation and is not the policy document that would govern operator qualifications.
The motion to approve the contract was made and seconded on the record and carried.
Next steps: Staff will prepare an operational guideline for the AV system and bring it back to council for approval.
