Hastings school board elects officers, sets pay and approves financial designations at organizational meeting

The Board of Education of Independent School District No. 200 in Hastings, Minnesota, met for its organizational meeting on Jan. 5, 2026, at the Hastings Middle School Media Center. Carrie Tate was elected Board Chair for 2026, Jessica Dressely was elected Vice-Chair, Melissa Millner was named Clerk and Mark Zuzek was named Treasurer. The meeting began at 6:00 p.m. and adjourned at 7:01 p.m.

The board approved routine organizational items and administrative delegations. The board adopted its 2026 meeting calendar and approved the consent agenda unanimously. The board designated the Hastings Journal as the district’s official publication; that motion passed 4-1 with Board Director Philip Biermaier voting no. The board approved a resolution adopting the 2027 Combined Polling Places and waived reading of the resolution by roll call vote of 5-0.

The board set 2026 compensation at $4,750 per year for the Board Chair and $4,250 per year for Board Directors and approved a motion that board members do not participate in ISD200 employee benefits; both motions passed unanimously. The board approved employee recognition amounts for the 2025–2026 school year at the following levels: 5 years $30; 10 years $50; 20 years $50; 30 years $60; 40 years $100; 45 years $150.

On finance and administration, the board approved district depositories, including Merchants Bank (general receipts), Vermillion State Bank (Hastings/Vermillion activity accounts), the Minnesota School District Liquid Asset Fund/PFM Asset Management, payroll and finance accounts, the State Board of Investment OPEB PERA plan, and a US Bank QSCB escrow account. The board designated the Superintendent, the Director of Finance and Operations, the Finance Supervisor and the Payroll/Benefits Supervisor to make electronic funds transfers. The board approved capital asset thresholds—$10,000 for individual items and $50,000 for group purchases—and the annual fixed asset report per Policy 704.

The board delegated contracting authority to the Superintendent and the Director of Finance and Operations under Minnesota Statute 471.345 and authorized entering joint powers purchasing agreements under Minnesota Statute 471.59. The board designated the Superintendent as the Identified Official with Authority (IOwA) and the Director of Finance and Operations as proxy for Hastings Public School District 0200-01.

The board approved Kennedy & Graven, P.A. and Ratwik, Roszak & Maloney, P.A. as the district’s designated legal counsel and approved LB Carlson as the district auditor. The board also authorized facsimile signatures from the Board Chair, Board Treasurer, and Board Clerk on district checks.

The board established its 2026 committee structure and representative assignments, including a Policy Committee, Facilities and Finance Committee, Community Collaboration Committee, Joint Powers Committee, and representatives to AMSD, BrightWorks, ISD917, MSHSL and the Native American Parent Advisory Committee (NAPAC). Several liaison items that had been discussed earlier were removed from the agenda by amendment and the amended agenda carried unanimously.

Following the organizational business, the board held a work session covering the Superintendent mid-year evaluation summary, a planned Dave Webb Homerun Leadership facilitated retreat, and the district's legislative priorities. The meeting adjourned at 7:01 p.m.
