Elberfeld moves to contract $78,579 pipeline lining after inspections reveal vulnerable lines

A council member moved to contract with InSituForm for $78,579, with payment drawn from the wastewater infrastructure fund; the motion was seconded. The mover noted contingency language in the proposals: if crews find collapsed clay tile or conditions that prevent lining, the town would need excavation work and additional contractor charges. "I'll make that motion that we contract with in situ form for $78,579 to inspect camera and line our pipes and that is paid from that fund," the council member said.
Council discussion named prior emergency callouts and past repair costs and observed a dedicated infrastructure reserve (about $140,000–$150,000 in the wastewater fund) available for such projects. Staff flagged that both proposals include disclaimers for additional fees if linability is not achievable and stated the selected contractor will document conditions encountered during inspection.
