Residents ask Elberfeld for sidewalk help after auctioned lot demolition

Fred and Barbara Cavalage introduced themselves during public comment and said they purchased 10 South Indiana at auction and discovered the house had already been demolished. "I'm Fred Cavalage," Fred said as he described plans to build a single-level home to suit their needs as senior citizens and the unexpected condition of the lot.

The Cavalages reported two trees extending into the street and a broken sidewalk they said was damaged by demolition equipment and heavy trucks. A town staff member said the town’s policy is to contribute up to $1,000 toward labor and materials for sidewalk replacement. "Our policy is we'll pay up to $1,000 to have the for labor and materials," the staff member told the council. The couple said they did not expect the town to pay the full cost but appreciated any assistance and planned to seek a county setback variance so they could construct an accessible, single-level home.

Council members and staff discussed practical points: the town’s ADA transition obligations for new and replacement sidewalks, the advice to complete major construction before installing new sidewalk, and the need to ensure slopes meet accessibility rules. Staff offered to provide ADA guidance and follow up with county planning staff where the variance will be processed. The Cavalages said tree removal was scheduled for the following morning.

The council did not take a final vote on funding at the meeting; staff agreed to provide guidance and contact information so the couple can follow up on sidewalk specifications, the variance process and any available town assistance.
