Trustee Mark Basham told the trustees that Planning and Zoning had initially questioned the project’s height because preliminary measurements had included below‑grade figures; the board concluded the structure complies with the town’s measurement rules.
Trustee Tammy Frey asked how the applicant addressed floodplain concerns. Trustee Randall McDonald, the town’s floodplain administrator, said the applicant completed the Development Plan and Special Review Use process and obtained an independent engineering review that was forwarded to FEMA. "Then they receive their elevation certificate, and it was noted that this development has no impact on the flood zone," McDonald said. McDonald also advised homeowner Katherine Reckman to check with her insurance company to confirm whether the property’s floodplain status affects coverage.

The board moved to approve a Written Decision approving the Development Plan for 425 Hancock Street (motion by Trustee Tammy Frey; seconded by Trustee Mark Basham) and then voted to adopt Resolution 2024-05 to authorize that approval (motion by Trustee Randall McDonald; seconded by Trustee Chris Frey).
