Members said that while some streets connected to the park are in poor condition, the town’s annual street budget is only $10,000 and a complete rebuild could cost orders of magnitude more if storm sewer, drainage or utility work is required. Commissioner Callie (referenced in the discussion) said she wanted a “hard stop” or clear policy delineating when redevelopment funds should pay for road projects tied to development rather than routine maintenance.
“Let's find a line that makes sense for both sides,” one member said, urging clarity about which streets redevelopment would fund when they are part of a development project. Staff said they are awaiting estimates from Clint and that some Streets/park items could be covered by the redevelopment budget when they are part of an approved development plan.
No decision was made to reallocate additional funds; the commission asked staff to obtain cost estimates for prioritized streets and to return with clearer policy guidance on the commission’s role in funding road work associated with park development.
