Flora council accepts Plan Commission recommendation and advances new unified development ordinance

The Town of Flora council on Jan. 5 voted to accept the Plan Commission’s recommendation on Ordinance 2025‑03, a new Unified Development Ordinance that replaces the town’s zoning and subdivision-control ordinances and updates the official zoning map.
Brian Stump of HBC Engineering and Laney Stump of Civic Blueprint presented the ordinance and map, explaining the document consolidates zoning and subdivision rules into a single UDO. They said the Plan Commission held a public hearing on Dec. 15 and gave a unanimous favorable recommendation. Among changes noted were making duplexes in the R2 residential district a special‑exception use rather than permitted by right, and adding standards for converting single‑family houses into multiunit apartments.
Council discussion was limited to clarifying questions for the presenters. The town clerk certified the Plan Commission action (signed by Don Shiveley, plan commission secretary) and the council moved and approved acceptance of the recommendation by voice vote.
Why it matters: The UDO modernizes zoning language that dated from previous decades, creates a standard process for certain conversions and map updates, and centralizes land‑use regulations the town says will improve clarity for developers and residents.
