The Commonwealth representative described recent work: installation of clarification equipment on secondary clarifiers, concrete work for clarifier structures and the UV disinfection facility, and formwork for an inflow pump station. He said crews will begin helical pile work for an electrical building where poor soils required special foundations; the change required a work‑change directive that came in under early estimates. The speaker said the contract’s substantial completion date remains April 1, 2026, with final completion 30 days later, and that a 30‑day time extension is available if the electrical‑building work ultimately delays the schedule.
On Division B (sewer rehab), the council approved change order number two — $150,961 and an additional 30 days to Sept. 3 — to cover added point repairs, transition liners, and other scope items added after the original contract. The Commonwealth representative said the contractor submitted paperwork late claiming substantial completion of the original contract; staff said they must review that submission before determining whether liquidated damages (estimated at about $72,500) apply.
The council also discussed dye testing on a Center Street sewer reach with a change in pipe diameter. "No die water was observed in those particular laterals," the Commonwealth representative said, but he recommended further testing because a nearby storm inlet could be linked to the sanitary system. Staff proposed additional hourly dye testing before sealing laterals or installing transition liners to avoid creating future backups.
Next steps: Commonwealth will continue progress meetings (Division A and B progress meetings were scheduled for Aug. 14), finalize the contractor’s substantial completion review for Division B, and return to the council if schedule relief or further change‑order action is needed.
