The Tax Expenditure Review Commission adopted its draft 2025 Annual Legislative Report at a hybrid meeting on Jan. 28, 2026, after a presentation by Legislative Budget Office staff. Carlos Güereca, lead analyst with the Legislative Budget Office, and Vlad Fleurimond, economist with the LBO, presented the report to the Commission.
Co-Chair Rep. Greg Davids moved to adopt the report as presented, subject to technical and conforming changes to be approved by the Co-Chairs and Vice Chair by Feb. 6, 2026, in accordance with Minnesota Statute 3.8855. A roll call vote recorded seven ayes, zero nays, and two excused members (Sens. Matt Klein and Bill Weber), and the motion prevailed.
The vote concludes formal Commission action on the draft 2025 report; the Commission instructed that any technical edits be submitted to the Co-Chairs and Vice Chair by the Feb. 6 deadline set out in statute. The Commission will reconvene after the 2026 legislative session to continue its work.
