Etna Green picks lower-cost Apex bid for five-year trash and recycling contract

Etna Green — The Etna Green Town Council voted Nov. 11 to award a five-year contract for residential trash and recycling service to Apex, which quoted a lower monthly rate than the incumbent provider.
Council members reviewed two written quotes. Republic, the current contractor, proposed a rate starting at $20 per household per month on Jan. 1 with projected increases over five years. Apex proposed a $17.83 monthly rate and included replacement trash cans and recycle bins; Apex's proposal also included a 5% annual cap on increases. Councilmembers discussed service comparability, routing concerns for smaller companies operating in town versus larger regional providers and contract exit language. Several council members said both bids appeared "apples to apples" on paper.
A motion to accept Apex's five-year proposal was moved, seconded and approved. The council recommended signing the contract so the service change could start Jan. 1.
A Republic representative and at least one resident in the public portion spoke to express disappointment at not being chosen and asked about the bid solicitation process; town staff replied that this contract was solicited by phone contact and that routine services are not always subject to a formal competitive procurement process in the town's practice.
