The Etna Green Town Board heard the first reading of the proposed 2026 budget and approved several routine administrative items, including minutes, accounts payable vouchers and personnel signatory changes.
Amber Nielsson presented the budget figures in the public hearing/first-reading segment. She read a set of line-item figures for funds including: General Fund adopted budget $151,800 (adopted tax levy $133,000; adopted tax rate read as 8282), Local Road & Street $14,300, Motor Vehicle Highway $34,600, Park & Recreation $8,100 and cumulative capital and cigarette-tax line items. A total adopted budget figure was read aloud but was transcribed as "$213,00" and the exact intended figure was not clear from the record.
On routine business the board voted to approve prior meeting minutes (Aug. 12) and to accept accounts payable vouchers for the month totaling $194,354.24. The board also approved motions to add Valerie Kowwell (utility clerk, on staff since Aug. 12) as an authorized signatory for the town’s Trust Indiana account, First Merchants account and Interior Credit Union account.
The board adopted Ordinance 2025-05 to transfer dormant water bond and interest funds to the water operating fund. The board also approved renewal of an Interior Credit Union letter of credit related to a USDA Rural Development loan; board members noted that Winona Corp will pay fees associated with the letter and that there is no direct cost to the town.
Next steps: The budget will proceed as a first reading; the board will consider any subsequent readings or final adoption in forthcoming meetings. Town staff will complete account-authority paperwork for the newly authorized utility clerk.
