Council switches Heritage Park walking-path contract to Brooks Paving; project uses grant funds

Staff said Niblock, the original low bidder, is no longer interested in doing paving work after the company changed ownership. Of the remaining bidders, Brooks Paving submitted a $162,498 bid, roughly $40,000 higher than the lowest original package. Council members noted that the additional cost will be covered with grant funds tied to the park project.
Council members said they reviewed bidder documentation and found Brooks to be the lowest responsible and responsive bidder because another contender's tonnage and aggregate figures did not add up. The council recorded findings required when selecting a contractor that is not the lowest bid by price alone and approved changing the contract to Brooks Paving.
Project timeline: staff said they hope to begin this season if Brooks can fit the job into its schedule and that delays could jeopardize grant funding that must be spent by next spring. The council asked staff to proceed with contract paperwork and to notify grant administrators of the contractor substitution.
