Board considers executive session after appraisal and a $15,000 gap in fire department building negotiations

Staff cautioned that if the matter proceeds to litigation and new appraisals show a higher value, the municipality could face attorney fees and other costs. Given that potential, staff recommended an executive session to allow confidential discussion of bargaining strategy and legal exposure.
Members agreed they could not conduct an executive session without proper notice and that a special meeting with an advertised executive session would be scheduled. Staff said the executive session would be at 9:00 a.m. and the special meeting at 9:30 a.m. on Monday the 16th, and explained posting requirements: notice 48 hours in advance excluding weekends and holidays, and written notice to media organizations that ask to be notified.
Separately, staff also reported that a certified-mail offer for another property (described in the meeting as a separate property at the bottom of town) for $80,000 had reached USPS tracking showing delivery attempts; staff said a response, if received before Monday, would be included in the executive-session discussion. No formal counteroffer or final sale was voted on during the open meeting.
