The council approved the August bank reconciliation and accepted minutes from the August 19 public hearing and regular meeting by voice vote. Members also approved three add‑on claims for small equipment and sewer repairs.
A council member reported that several water‑tower valve‑control stations (installed 2001–2007) use obsolete "Slick 500" electronics that are increasingly difficult to source. The member presented an initial vendor quote of $43,975 to replace electronics, antennas and radios with modern solid‑state equipment, including lightning protection and a one‑year performance warranty; council members asked staff to obtain additional quotes before any purchase.
The council also considered a formal request from a resident asking whether the town would discount the $2,500 water tap fee if the property owner used a private contractor to dig the tap instead of town crews. Members discussed precedent and liability concerns and then moved, seconded and carried a motion to respond formally and permit the arrangement with appropriate conditions; the chair announced the motion carried by voice vote.
On police building costs, council members debated charging utilities and internet to the police department versus townwide funding for a multi‑purpose building that will house the police and other functions. The council voted to restore $742,265 to the police budget to cover building‑related items and utilities; members agreed to discuss allocation of utilities in follow‑up discussions.
