Principal planner Kim Ruiz presented the case, saying literal enforcement of water-depth and maximum waterward extension standards would prohibit the property from accommodating two lifts. Ruiz said staff and the marine contractor examined multiple design iterations and concluded the selected plan "is the minimum necessary to accommodate 1 boat dock with 2 boat lifts" while minimizing mangrove impacts.
Ruiz told commissioners the application included letters of neighbor support and that staff recommended three standard conditions that adopt the plans in the staff report. Natural Resources staff reiterated that any mangrove alteration requires mitigation under city code—typically a 2-to-1 canopy replacement ratio—and that trimming for access is evaluated through the development-permit process.
The applicant’s representative, Rachel Thomas, confirmed acceptance of the recommended conditions. After questions from commissioners about navigation, setback math and neighborhood impacts, a motion to approve Resolution 26-16 (PL202660014) passed by unanimous voice vote.
The approval authorizes the chair to execute the resolution without returning the item to the commission and preserves review of site-specific trimming and mitigation during permitting.
