Union City Borough Council on Aug. 13, 2024 recorded unanimous votes on a series of administrative and capital items, including infrastructure repairs, property transactions, subdivision approval and pension obligations.
Contract and infrastructure Council authorized a $22,295 contract with Mansfield to replace approximately 10 feet of damaged 24‑inch clay tile, install a larger catch basin, reconnect pipes and close a sinkhole at Municipal Lot #1. The minutes show Mansfield’s estimate at $22,295 and a second estimate from McLallen Construction at $23,450; the council motion to hire Mansfield carried unanimously.
Easements and property transactions The council approved a retroactive easement agreement with property owner Anthony Hickey for 104 East High Street to coordinate with a PennDOT catch basin installation; the property owner will install a ditch and take responsibility for it while the borough will accept responsibility for two catch basins and about 60 feet of pipe. The Solicitor will draft the formal easement.
Council also approved a retroactive purchase of a small parcel from 8 South Street for $500 to connect to Municipal Lot #3 for a planned gazebo project, pending completion of a survey and solicitor paperwork. Survey maps for a subdivision combining portions of 92 West High Street with 88 and 90 West High Street were signed after prior approval by Erie County Planning.
Pensions and grants The borough received 2025 Minimum Municipal Obligation figures and approved them: required payment for the non‑uniform pension is $48,029; the police pension obligation is recorded as $0 for 2025. The Police Department reported UC Community Foundation awards for four tasers and for additional security cameras along North Main Street; those awards were noted in the minutes.
Recreation Council approved an easement with the American Legion to install and maintain a kayak/canoe launch at the ball field along French Creek. The minutes identify funding for the launch from the PA Fish and Boat Commission and the PA Environmental Council; the Solicitor will prepare the easement.
Administrative items Council agreed to change its regular meeting schedule beginning in September through April to the first and third Monday of each month at 6:30 PM; next meetings are listed as Aug. 27 and Sept. 16, 2024 (the latter to account for Labor Day). The meeting adjourned at 7:06 PM and council held an executive session from 7:06 PM to 7:52 PM to discuss personnel and contracts with no action recorded in that session.
All motions recorded in the minutes show unanimous approval; the minutes do not list split votes. Several follow‑up tasks are recorded (solicitor to draft easements, Public Works to assist with a shed demo without borough backhoe, and coordination of the Mansfield repair), with planned due dates and assignment to relevant departments.
