Cole County Commission approves bridge, pavement and sidewalk contracts, ratifies $151,580 tractor purchase and adopts workers’ comp pay policy

The Cole County Commission unanimously approved a series of construction and equipment actions and adopted a human-resources policy at its June 16, 2026 session.
Presiding Commissioner Sam Bushman, Eastern District Commissioner Jeff Hoelscher and Western District Commissioner Harry Otto voted unanimously to sign a construction contract with E&C Bridge, LLC for the Sturbridge Drive Bridge Replacement (Federal Project No. BRO-R026(001); Project No. 2023-803-1). The commission also approved a contract with Corrective Asphalt Material, LLC for the 2026 Pavement Preservation Seal Program (Project No. 2023-503-1) and signed Change Order No. 1 for the Rainbow Drive Sidewalk Improvements (Federal Project No. TAP-3101(507); Project No. 2023-601-1).
Under new business, commissioners approved signing the surplus title for a 2019 Chevy truck (VIN 1GNSKFKC1KR369419). The panel also ratified an emergency purchase of a Case IH Maxxum 125 tractor for $151,580.00.
Human Resources Director Sheila Johnson led a discussion on workers' compensation lost-time benefits. Following that discussion, the commission adopted the HR-recommended policy on Workers' Compensation pay for lost time, to take effect with the first full pay period in July.
