Richmond Hill City Planning Commission recommends preliminary approval for Port Royal POD IV PUD

The Richmond Hill City Planning Commission recommended approval April 13 of an annexation and preliminary planned-unit development for Port Royal POD IV following a staff presentation and developer overview.

Director of Planning & Zoning Brian Crooks introduced the item and invited Scott Allison of Coleman Company to present. Allison said the project parcel is located in Flood Zone A and that the developer will conduct a flood study to establish base flood elevations; Allison said that work could benefit homeowners by clarifying flood insurance requirements and rates. He also described a system of interconnecting on-site drainage ponds intended to manage stormwater for the development and noted that traffic studies and future traffic signals may be required as the project advances.

Commissioner Charles Blanks asked whether the developer was locked into a specific number of housing units within the pod. Crooks replied that the developer cannot exceed the number of units approved as part of the PUD without returning to the city to seek a modification of the water and sewer agreement.

Commissioner Chris Rairford moved to recommend approval of agenda item 6a; Commissioner Charles Blanks seconded. The motion carried by all commissioners present.

The commission also briefly discussed proposed changes to the city’s Unified Development Ordinance and the timeline for required public hearings and readings; no formal action on the UDO changes was taken at the meeting. The planning commission adjourned at 6:44 p.m.
