Reynolds council swears in new members, appoints officials and approves 2026 contracts

The City of Reynolds City Council convened at 6:30 p.m. on Jan. 12, 2026, at the Train Depot and swore in newly seated council members, approved a set of 2026 appointments and authorized multiple service contracts and administrative changes for the year.
Judge Jennifer Williams administered the oath to newly seated council members Blake Stalnaker (Post I), George Stokes (Post II), Bill Mims (Post V) and Hannah Sloan (Post VI). The minutes list several members as present but record an internal inconsistency about Brandon Hunter’s attendance (he is listed both among members present and later as not present).
After opening business, Tommy Beeland moved to adopt the agenda; Hannah Sloan seconded and, according to the minutes, the motion passed unanimously. Council then approved a series of appointments: Hannah Sloan was named mayor pro tem for 2026 (motion by Bill Mims, seconded by George Stokes); Sissy McLaughlin was appointed city clerk (motion by George Stokes, seconded by Bill Mims); Sam McCrary was appointed fire chief (motion by Hannah Sloan, seconded by Tommy Beeland); and Wayne Jernigan was appointed judge for Reynolds Municipal Court (motion by Bill Mims, seconded by Tommy Beeland). Hannah Sloan moved to retain Maudlin and Jenkins as city auditors for 2026 (seconded by George Stokes), and Sloan also moved to appoint Brian Causey of Mincey & Sherlock, Assoc. as city attorney (seconded by Tommy Beeland). The minutes record that each motion carried.
Mayor Fred Waller’s committee appointments for 2026 were approved: Finance (Brandon Hunter and Blake Stalnaker), Property (Hannah Sloan and Bill Mims) and Public Safety (George Stokes and Tommy Beeland). Bill Mims moved and Hannah Sloan seconded the appointment of City Clerk Sissy McLaughlin as the election superintendent for 2026; the motion carried.
The council approved a list of vendor contracts to cover city services in 2026. The approved vendors named in the minutes include Public Service Telephone; Springbrook (QS1/Publiq); Tyler Technologies; Ashley Business Solutions; GFL Environmental; American Tank Company; ERA (Environmental Resource Analysts); J & T Generators; Still Water Engineering; Watkins & Associates LLC.; SSI; Neos; Utility Management Services; Flock Safety; and Asset Management. Hannah Sloan moved to approve all contracts; Bill Mims seconded and the motion carried.
Councilmembers also set qualifying fees for the April election at $36 for council seats and $72 for mayor (motion by Hannah Sloan, seconded by Tommy Beeland). Finally, the council voted to add the mayor pro tem and the city clerk to all city bank accounts and grant signature authority (motion by Bill Mims, seconded by Blake Stalnaker).
The meeting adjourned at 7:20 p.m., per the minutes. The record shows each motion carried with “all voted in favor”; the minutes do not provide an individual roll-call tally or clarify the noted attendance inconsistency for Brandon Hunter.
