The ordinance was read on first and second readings during the meeting. The ordinance text, bond amounts, repayment schedule and intended capital uses were not specified in the meeting minutes. No public comments on the bond measure were recorded at the time of the vote.
The council’s action authorizes staff to complete the issuance and sale process; the minutes indicate D. A. Davidson Companies will assist as needed. The meeting did not record an effective date for the bonds or subsequent implementation steps beyond authorization.
The council will reconvene April 6, 2026. Any further action on the bonds — including specific financing terms or related ordinances — would be expected in future meetings or in published ordinance documents.
