Scott City Council names Victor Phillips mayor pro‑tem, reappoints city attorney and approves SEMO Industrial Park CID board

The Scott City Council on Monday appointed Council Member Victor Phillips as mayor pro‑tem and approved several routine appointments and an ordinance to establish a new board for the SEMO Industrial Park Community Improvement District.

Mayor Rick Brashear opened the meeting at 7:00 p.m. and recommended Phillips for mayor pro‑tem. Council Member Randy Morse moved the appointment; Heather Ingvalson seconded. The motion passed with no opposition among members present.

The council reappointed Mary Eftink‑Boner as city attorney for a one‑year term (motion by Mike Rhymer; second Heather Ingvalson), approved Waters Engineering and Associates as city engineer for one year (motion Heather Ingvalson; second Victor Phillips), and approved the two‑year appointment of Judge Allen Moss (motion Victor Phillips; second Mike Rhymer). A slate of department committee appointments was approved on a motion by Stephanie Hosey seconded by Victor Phillips. All of these motions were recorded as carried with no opposition.

City Administrator Dustin Whitworth introduced Bill No. 1415, an ordinance authorizing the mayor to appoint, and the council to approve, a new board of directors for the SEMO Industrial Park Community Improvement District, described in the ordinance as the vehicle for certain tax levies connected to that industrial development. The council gave the ordinance first and second readings and then voted by roll call to authorize the mayor to make the appointments. The council recorded seven votes in favor and one absence (Gary Miller): Mike Rhymer—Aye; Victor Phillips—Aye; Heather Ingvalson—Aye; Jack Howard—Aye; Brian Pender—Aye; Randy Morse—Aye; Stephanie Hosey—Aye; Gary Miller—Absent. The ordinance identifies the recommended board members as Gregg Erb (chair), Dave Heisel (4‑year term), Larry Chasteen (4‑year term) and Dustin Whitworth (4‑year term).

The appointments and the ordinance are administrative and procedural steps the council takes routinely to staff city functions and to enable the Community Improvement District to operate under its tax‑levy authority. The council did not discuss alternative nominees or conditions tied to the SEMO CID appointments during the meeting.
