Scott City Council affirms election results, swears in members and approves zoning change and contracts

The Scott City Council on April 20 verified the April 7 municipal election results and swore in four council members, then approved a set of administrative and contract actions, including a zoning map amendment requested by Laubach Transport LLC.
City Clerk Christie Oswald administered the oath to Mike Rhymer (Ward 1), Jack Howard (Ward 3), Brian Pender (Ward 3) and Stephanie Hosey (Ward 4) after the council voted to verify the election results. Heather Ingvalson (Ward 2) was absent and was not sworn in that evening.
The council approved routine meeting business early in the session: adoption of the meeting agenda (moved by Council Member Jack Howard, seconded by Council Member Victor Phillips), approval of the April 6, 2026 minutes (moved by Victor Phillips, seconded by Mike Rhymer) and payment of bills dated April 7, 2026 totaling $6,800.85 (moved by Jack Howard, seconded by Victor Phillips). All motions were recorded as carried with no opposition.
In other formal actions, the council accepted a bid from S&W Cabinets to replace the cabinetry at the City Hall front desk for $9,865 (motion by Council Member Victor Phillips; second by Gary Miller) and approved the low, sole bid from JAC3 Contracting to demolish the structure at 321 W. Cherry St. for $4,959 (motion by Randy Morse; second by Mike Rhymer). Both motions passed with unanimous approval on voice vote.
The council also approved Bill No. 1414, an ordinance amending the Official Zoning District Map from Residential R-1 to Commercial C-1 per application of Laubach Transport LLC. Planning & Zoning recommended approval; Council Member Randy Morse moved the ordinance and a roll-call vote recorded seven AYEs and one absent (Heather Ingvalson), carrying the measure.
The meeting adjourned at 7:30 p.m.; the next regular meeting is scheduled for May 4, 2026.
