Dewey Beach hires Institute for Public Administration to lead comprehensive-plan update

Dewey Beach commissioners voted April 17 to contract with the Institute for Public Administration (IPA) to assist the town in updating its comprehensive plan, a required municipal document that guides land use, zoning and long-range coordination with county and state planning agencies.
Commissioner Persinger said IPA has supported neighboring towns’ planning efforts and that the comprehensive-plan update—due in 2028—will include public engagement, workshops and coordination with the Office of State Planning Coordination. The contract price presented to council was approximately $39,4xx; council members noted the amount is lower than the town paid for a prior plan update.
Council members asked that the plan committee include representatives from all standing town committees and suggested inviting state housing and planning staff to participate in early discussions. Commissioners emphasized any additional scope or extra expenditures would return to council for approval.
The motion to approve IPA’s contract passed unanimously. Staff will assemble a working committee and begin the public engagement phase, with an expected timeline of roughly one year to 18 months depending on workload and desired depth of public outreach.
