Richmond Hill City ARB approves two elevations, a dental sign and tables other items

The Richmond Hill City Architectural Review Board on April 16 approved two sets of building elevations and a commercial sign while tabling several other applications for additional applicant input.
Jack Giddens called the meeting to order at 2:30 p.m. and the board unanimously approved the meeting agenda and the minutes from the March 31 special-called meeting. Director Brian Crooks told the board that the application for a Ways Station Dental sign at 1025 Gandy Dancer met the overlay standards; Jennifer Sheahan moved to approve the sign and the motion carried by majority vote.
The board tabled a proposed sign for Love Hazel Boutique at 11254 Ford Avenue after Jennifer Sheahan said the current design appeared flat and requested dimensional letters and applicant presence to answer questions about color and materials. The board also tabled exterior elevations for iONNA at 4720 S. Highway 17 because the applicant was not present; the board asked for full color renderings in approvable colors specific to the project.
For Horizon Behavioral Health at 4100 Iron Horse Crossing, the applicant (represented by Sophie Fiske) said the design sought to honor the overlay’s required elements while fitting with nearby buildings. The board approved the elevations with a condition that the brick feature wall terminate at the roofline/soffit rather than breaking the roofline, and match the building’s other design elements.
The board also approved elevations for HCA Memorial (referred to in the application as Richmond Hill Free Standing Clinic) at Port Royal Road and Highway 144 with a color condition: the main body color must be one of the approved lighter colors selected by planning staff, with darker tones limited to accent use. The applicant explained the site would include a 10-foot brick enclosure for a generator and 72-hour fuel tanks, plus dumpster enclosures; the board reviewed enlarged renderings and a materials board.
Board members discussed process concerns, including why site plans are no longer routed to the ARB for recommendation and a perceived lack of a cohesive architectural “Ford Era” style in overlay areas. Jack Giddens asked about re-staffing the board and adding alternates; Director Crooks said Mayor Cox is coordinating with department heads on a protocol to fill vacancies.
